I also got mine, waiting to be installed The observation of the horns not working until they are mounted is totally true, they are "case grounded" meaning the bolt closes the circuit. Make sure the contact surfaces are clean.

Without looking at the schematic, I would bet it is electronic. In fact, if I remember it correctly, there is no flasher module, it is controlled by the BCM. Let me check the schematics and will reply back with the right answer
