recently everytime i turn off my car i get shocked pretty badly when i touch any metal, like way more than what id concider a normal shock from touching a metal object. And it happens every single time too. i checked my battery and the connections are secure, my subs and amp's ground wire is good so I wonder what could be causing that issue? Also my radio stops working for a couple seconds every now and then, which is a recent issue along with the shocking. Today I had to restart both my phone and car twice to get my bluetooth to connect and play music.

car supply voltage never does that because it works with 12V DC if your alternator goes bad it can go up to 18V when the car is running. but if you have an aftermarket class D amplifier maybe but most of the time it just ESD from your body discharging through the body of the car and is not harmful to you or your car. try using car seat cover see what's happend

are you wearing some whool on you? that's known to create static electricity by sitting down and getting some friction with other objects. I got some little shocks at the end of autumn, when i start wearing some warm clothes. Nothing to really hurt me, but that could be the issue you have
