Most likely a fuse. Did you check to see if anything else works in the socket?
I ask because most GPS chargers also have a fuse inside of them. If the GPS charger does not work, but say a phone charger does, then the fuse in the GPS charger may be the culprit.

The fuse for the socket should be located inside the car. Check your owner's manual. I don't have one and I also haven't dealt with fuses in the car yet so I don't know where it is. Most car fuse boxes are either below the instrument cluster, above the pedals or on the passenger side, around the glove box area.

Remove the cover and look at the cover. It will have a diagram to show which fuse is for the socket and what amp fuse goes there. The fuse box may also include a small plastic fuse puller and some spare fuses.

nothing else works in socket, as well as the one in arm rest, I looked at Owner's manual and it appears to be under the dashboard, however it is noted as Accessory, and Accessory 2 page 11-6.

Sounds like it's the fuse. Accessory sounds about right. Pull the fuse and see if the contact in the translucent plastic is broken. Most likely is.
