Does anyone else have this on their rear bumper?

If you can reach behind the bumper I would glue a small square piece of plastic behind the hole then poke a couple small holes in the plastic patch then cover that patch with a thin layer of bondo. The small holes in the plastic patch should allow a small amount of the bondo through giving the bondo something to grip. Get some paint from

you should have some paint anyway for the stone chips and scratches.

There's a company that makes ready made plugs for the front bumper (bumperplugs.com I think). I'd talk to them and see if one of those will work. They come pre-finished and guaranteed to match.

Thanks for all the advise. Its been raining non stop in upstate NY. The one day it didn't I got underneath the car to try to remove it. I dont understand what the hell happened but that screw was bolted on with a washer and a lug nut. It was rusted solid and I was out of WD40. I could not get that damn thing to budge. Its bugging me that I do not know why that was purposely put on. I'm going to wait until I do my oil change and ask my mechanic to pull that out while up on lift.

Perhaps they had a metal or plastic tag for work parking on the car and just left the bolt. Weird, but hey, it could happen.
