Best way to transfer MP3 from Windows PC to IPhone

I have been a Windows/Android guy but my Kizashi USB port seems to work best with Apple products so I just bought a IPhone 4. Being totally new to Apple stuff I'm surprised to find no file manager in IOS. I have a bunch of MP3's on my W10 PC that I have recorded myself that I want to play in my Kizashi using the steering wheel buttons. Is there a APP to move the MP3's from the PC to the IPhone OR would it be better to download Itunes to my PC and transfer the MP3's with ITunes? I would rather not use Itunes but if that is the best way I will.
