It's true and not only does the fuel lubricate the pump, it cools it too. Volkswagen had an issue with failed fuel pumps and they pretty much stated that the problem was with owners running their tanks too low.

I hear this a lot and I think it's an old wives' tale.

I've got over 800K miles logged in Suzuki cars. I drive them until they stumble on exit ramps and then fill them up until one more drop would dribble down the side of the fender. Never had a fuel related problem, no pumps, no injectors, only ever replaced one fuel filter and that was just 'cause it seemed as if I should at 190K miles.

One time in my Aerio, I filled it up absolutely to the brim at the station two blocks from my house. The next morning it was hard to start and ran rough for about thirty seconds. I attributed that to excess fuel flooding the charcoal canister. Probably cooler in the ground than it was sitting in the sun, so the overfilled tank expanded a little and flooded the engine.

800K miles is roughly 2K tanks of gas, only once has anything remotely connected to the fuel tank happened, and that was a slight annoyance.

I think it wasn't an issue so much in the past when fuel pumps were mounted outside the gas tank. However, most modern cars now have them inside the gas tank, along with the fuel filter, which also used to be mounted externally. I recall reading about replacement intervals for fuel filters in my '90s cars. It no longer applies unless there is a problem with the fuel filter. While I haven't heard of fuel pump failures in most cars, I know it was prevalent in VWs, especially the TDIs. VW claimed it was from owners running their tanks too low and the fuel not adequately lubricating and cooling the fuel pump which then caused premature failure.

I've replaced fuel filters and fuel pumps on older cars before. It was as easy as changing an oil filter. Now, the rear seat has to come out to even access the gas tank, inside which contains the fuel pump and fuel filter. Given that replacing a fuel pump is much more difficult than in the past, I personally think measures should be taken to prolong its life.
