Rectangular Hole in Plastic Liner within Fenderwell

Hello

Long subject matter and first post. There is a rectangular hole pictured here. Is it supposed to be covered? Maybe they missed it when they prepped the car. This hole is on the forward facing part of both front fender wells. I could (and will) ask the dealer but it gave me an excuse to post.

I can't see how it would drain effectively and it just looks like an avenue for dirt and grime to get into.

I looked at mine and it does not have a cover or plug. This is just a another drain hole as I see it and does not harm anything being open.

The hole gives you access to the screw holding part of the bumper to the car.

It does seem like there should be a cover or something, though. That's a pretty big hole.
