I believe it and I know that water pools in the recessed area where the coils sit. However, the coil boots are supposed to seal the spark plug hole. Regardless, it's why I have rags and soak up the pooling water completely. I've heard of a technique of spraying degreaser and using steam to 'wash' it off that does great. I've also heard of a method by which you actually spray on degreaser and water and drive around for 15 minutes (saw it on a prelude forum). I've never tried these methods, but I know steam can do a really nice job.
