sluggish/no power under 2500rpm

anyone else experience this issue?
feels like a flat spot or very sluggish if in 3rd from 2-2500 sometimes 3000pm
it will pick up after that.

usually i would have to downgear to pick up speed, happens on hills going up 100km in 5th, i would have to put back into 4th.

perhaps a idle or vapor canniester is blocked and needs to be cleaned.
is there such part n the kizashi that is part of a regular service?
