Did your insurance pay for the repair?

Insurance did pay for the repair, however, currently in a pending lawsuit with the auto body shop so that's unlikely to happen. If you read my other thread you'll see that post deer collision and post auto body my engine scattered

I'd recommend against a vinyl bra - they trap moisture and dirt beneath them that will affect your paint surface. 3M clear bras are much better.

Can you fix or hide the paint blemishes with detailing? There are a lot of good compounds out there that can work miracles on bad paint surfaces.

I don't see any solution short of a bra or repainting the bumper. I was going to vinyl wrap and create a lip effect but the vinyl wouldnt stick because it would just pull the paint off. My next idea was to mask off the area and spray black wrap to create a lip effect but the masking tape pulled the paint off as well

The insurance company doesn't guarantee the work from the auto body shop? The insurance companies I've dealt with did and they weren't even mine.
If I were you, I'd contact the insurance company and have them repaint the car at another body shop. If the lawsuit is between the body shop and the insurance company, it doesn't mean you have to wait around with a faulty repair job. A front bra will likely just rub off the paint given the very low quality of the paint job.
Sorry to see you're going through this with your car but lay down the foot on these folks. After all, you're a customer that paid for insurance to properly fix the car in the case of an accident.

The issue I see with that is because of where I live there are no insurance preferred shops (Progressive) therefore I doubt the insurance will pay again to have it painted but is something I will be looking into more.

Damn, that sucks dude. I can't believe that shop is not standing by their work as any reputable shop would. I'd make sure to let everyone I know to stay away from them. KConklin, I sent you a Pm.
