Pressure plate? Do you mean the Clutch pressure plate? If you have a manual then the rpms are not fluctuating like that, the car would be jerking violently enough to give you whiplash. Yes I mean clutch pressure plate, and yes I know it has nothing to do with this issue, but I stated it nonetheless.

When I'm holding the throttle steady, the rpms fluctuate alot. Like if I've held the throttle at 1500rpms, the rpm needle goes down to 1300, then to around 1650, then settles down to 1500, then after a few seconds down to 1300, 1650, 1500 and this cycle continues. I'm not sure as to what the problem...

Might want to check your motor mounts!

The right hand side high beam points too far rightward and down, check attached picture.
Notice the right (yellow) high beam.
