I re-read the instructions,I'm wrong, the templates are are cut-out of the paper and placed on the car to mark the holes to be drilled. I'll post the finished job.

Here's a link for professional finishing supplies. I finished the splash guards with flexible bumper paint and coated them with clear chip guard.

Included were the OEM instructions which included the templates for cutting away the wheel well liner. If your not mechanically inclined I suggest paying a mechanic with a lift to install them.
