Kizashi fuel door latch mechanism
The electric locking mechanism for the fuel door on my Kizashi does not appear to be locking. If I manually lock it the door lock will open it. I tested the actuator with a battery and it opens with voltage and closes when I reverse the polarity, so the actuator is not the problem. What triggers the gas cap door lock actuator to close?
Not sure what you mean by "manually lock it", I thought it was locked or unlocked along with the doors.
I know the tether for the gas cap can get in the way of the latch. I had mine that way once and the gas door kept opening up as I drove. Just removed the cap, turned the tether around the other way as I put it back on.

You can access the locking actuator from the trunk. On the back side of the actuator is a white rod you can manually pull to release the fuel door lock in the event it fails. I was pushing this rod in to manually lock the cap. You mentioned it locks with the door locks? So when you lock your door it also triggers the fuel door latch? I’m trying to figure out what signals the fuel door to lock. I check for voltage at the fuel door actuator plug and have voltage there when the doors unlock, but nothing when the lock switch is depressed.
Like Woodie stated, the gas cap door locks and unlocks with the rest of the doors. To test the gas cap lock, exit your car, lock the car, and then try to open the gas door by hand. A normally operating mechanism will not allow you to open the gas door.
And yes, there is a bypass access through the trunk to open the gas door manually.
