Modern synthetics are safe to use at anytime other than for a rotary engine.
Many luxury and performance brands like Mercedes-Benz and Porsche use full synthetics as factory fill.
As for first oil change, I am not as sure, but 3000 miles is not a lot. It should be fine. After that, you should extend the oil change interval to at least every 6000 miles with a synthetic oil.

Pretty good oil filters include: Purolator PureOne, Mobil 1, Bosch, and K&N oil filters. OEM filters are usually decent, but the ones I named above have better filtering, burst resistance, and dirt capacity.
If Amsoil makes a filter, it is probably very good too.
The one to avoid at least a decade ago was the basic Fram "orange" filter.
These were know to use cardboard parts inside the filter that would sometimes deteriorate and cause engine clogs. It was rare, but people advised against using them.
I recently looked at one in a store and saw that they are now built differently from before. I am not sure if the issue applies anymore.

At my next oil change, I will be using the Mobil 1 oil filter.

I am a strong believer in the "short first oil change" and getting all the assembly junk out of the oil/filter at 1000 miles or so, then another change at 4000 miles, and then go to the factory recommended interval at 7500 miles. Due to the long recommended interval, I would absolutely go synthetic at either the 4000 or 7500 mile change.

Just got my second oil change with Mobil 1 synthetic-blend oil and Mobil 1 filter for $69.99 plus tax, now I'm good til 22.5k mile. My Cadillac that I traded for my Kizashi used a full synthetic oil inwhich my OLM would last for approx 10k miles or 1 year between changes... I really liked that.
